General information

Name of the solution: ELIS
Solution's owner: European Commission (DG informatics) - ISA² Programme
The EIRA Library of Interoperability Specifications is a library containing the standards and specifications defining the interoperability requirements of the architectural building blocks (ABBs) contained in the European Interoperability Reference Architecture (EIRA). The aim of this library is to support solutions architects when modeling using EIRA.
The ELIS implements the following:
Principles
Interoperability layers
ELIS implements the following EIF recommendations as explained below:
-
Recommendation 1 | Subsidiarity and proportionality
The library contains the specifications defining the interoperability requirements of the architectural building blocks (ABBs) contained in the European Interoperability Reference Architecture, which is designed in line with the EIF. Hence, it allows solution architects to select the most relevant specifications for interoperability solutions that are foreseen to be developed at the European or National level whilst ensuring compliance with the EIF.
-
Recommendation 4 | Openness
The library, in the spirit of EIRA, contains and encourages public officials to give preference to open specifications.
-
Recommendation 6 | Reusability
The library contains the specifications defining the interoperability requirements of the architectural building blocks (ABBs), which can be reused by public administrations.
-
Recommendation 23 | Interoperability governance
By using the EIRA library of interoperability specifications, public officials are essentially consulting a solution catalogue.
-
Recommendation 33 | Technical interoperability
The library contains (open) specifications, hence encouraging the use of open specifications at national, sub-national and local levels.
