What is this course about:
EIF course raises awareness around the importance of interoperability for the delivery of integrated public services. For doing so, it presents the European Interoperability Framework (EIF). -
The main aim and learning objectives of the course:
The main aim of the course is to provide a solid understanding of the main areas covered by the European Interoperability Framework (EIF) with the goal of achieving fully integrated digital public services by Member States and any public administration. In order to do that the course articulates as follows:
- Introduction and overview of the EIF;
- The 12 principles;
- The interoperability layers;
- The conceptual model for integrated public service provision;
- The way the level of implementation of the EIF is monitored;
- Tools available to implement the EIF recommendations;
- Finally, a practical case is given to depict how the EIF can be used to implement new digital services based on sound interoperability principles;
- Final test.
Intended learning outcomes of the course:
The main intended learning outcomes is to get a good understanding of the main components of the EIF and how to apply them in a real-world scenario, thanks to a practical case. The course is meant to be accessed by different profiles working in the digitalisation and integration of public services domain, i.e. policy makers, professionals, academics, civil servants.

The course is divided in several parts, which are meant to provide the user with the below elements of the EIF and how to use them to foster interoperability:
- Overview of the EIF
- The underlying principles
- The interoperability layers
- The conceptual model
- Monitoring mechanism
- EIF implementation tools
- Case study: new-born registration
The main type of assessments in the course:
At the end of each section there is a test to check that the main concepts have been understood by the user; and a final test at the end of the whole course is also provided to assess the overall understanding of fundamental topics of the EIF.
