Paper Session 13: Digital transformation of public services and administration (part 2)
"Interoperability skills and competencies: the drivers for digital growth in public administrations'' by Konstantina Kyriakopoulou, Victoria Kalogirou, Georges Lobo, Katarina Manojlovic, Ludovic Mayot, Cesar Casiano Flores, Joep Crompvoets, Evrim Tan
The 14th edition of the International Conference on Theory and Practice of Electronic Governance (ICEGOV) presents an invaluable opportunity to discuss with a highly skilled, international crowd about Interoperability skills and competencies - the drivers for digital growth in Public Administrations.
As such, the Interoperability Academy is pleased to announce that we are invited to present the development of a proposal for a European framework for interoperability skills and competences in the public sector (EFISC) and further how this proposed framework can be implemented at public administrations.
This novel framework, developed under the Interoperability Academy action - ISA² Programme – defines the knowledge, skills, attitudes and values that can favour interoperability and support public administration staff in increasing their skills and competences in relation to interoperability and digital work, thus enhancing digital transformation.

The topic of this year’s ICEGOV conference, ‘Smart Digital Governance for Global Sustainability’, creates a unique link between the worlds of research and policy which are often kept apart. As both are essential for the proper application of EFISC at public administrations, it is the goal of the Interoperability Academy team to gather insights by all stakeholders involved in technology-enabled transformation in government.
As a research and practice conference, ICEGOV features a healthy balance of international researchers and practitioners. Therefore, the Interoperability Academy team is looking forward to exchanging ideas and creating synergies.
