The digital divide is defined as the difference in gradation and combination of access to digital communication means (internet, cell phone, computer, digital television...), the information, communication possibilities and services that are accessible digitally.The program "Battle against the digital divide" of the city of Ghent is a horizontal means of solving a problem through the services of the city, OCMW (social welfare agency) and other social organisations. Together we work out a diversified multi-channel and multi-action solution that takes account of the different reasons of non-use with maximal encouragement for an effective communicative and cohesive use of ICT.
