The Location Interoperability Framework Observatory (LIFO) monitors the implementation of location interoperability good practices in European public administrations, based on the level of adoption of recommendations in the EULF Blueprint.

The overview of 2020 location interoperability status in Slovenia is based on the information provided by GGeodetska uprava Republike Slovenije (Surveying and Mapping Authority of the Republic of Slovenia).

Slovenia’s location interoperability state of play has two points of strength: a top-tier ranking in the “Policy and Strategy Alignment” focus area and a strong positioning under “Standardisation and Reuse”.

Slovenia’s strengths under “Policy and Strategy Alignment” are linked to its location strategy being fully aligned with the digital government strategy and to a location information policy almost fully integral to, and aligned with, the wider data policy at all levels of government. Furthermore, most controllers and processors of public sector location data are fully compliant with GDPR and specific references are made to the applicable parts of the INSPIRE Directive and / or the national standards in public sector procurements of location information and/or services. Location information is not widely used for evidence-based policy making.

Under the “Standardisation and Reuse” focus area, Slovenia has implemented a good number of registers for location information. Furthermore, there is a standardised approach for combining spatial and non-spatial metadata and APIs are available for all high value location datasets as part of a national strategy. Location data quality practices are less well advanced.

The “Digital Government Integration” focus area is almost on a par with the European average. The strengths of Slovenia’s practices reside in the comprehensive use of location data to optimise digital public services and in the use of the SDI in many cases for delivering digital public services across government. On the other hand, there is considerable room for improvement in the integration between location and non-location data in statistics.

The widest gaps compared with the European average are under the “Governance, Partnership and Capabilities” focus area, where all recommendation indexes are below the European averages. The level of involvement of relevant stakeholders in the decision-making process on the SDI is very limited. Training and awareness raising initiatives on geospatial skills are relatively few. There is only a small number of formal agreements between public authorities in the country to finance, build and operate location data services or digital public services using location data.

Finally, the main gaps in the “Return on Investment” focus area are in relation to the communication of availability and benefits of location data and location-enabled digital public services.

LIFO index for 2020

The LIFO index for Slovenia combining the scores for all focus areas is 0.47, below the European average LIFO index of 0.56.
