Complementing the statistical public procurement data that can be obtained from the TED website, the study provides preliminary findings on the availability and usage of eProcurement systems and tools, based on a qualitative survey of eProcurement platforms in the Member States.
In particular, it clarifies the methodological problems to be addressed in measuring availability and usage of electronic means in both a reasonably representative and feasible way. This includes e.g. the establishment of a typology of Member States according to the structure of the adopted national eProcurement systems (centralised/ de-centralised etc.) and relevant procuring entities.
