18 Directorate-Generals of the European Commission, Executive Agencies and Institutions have replaced the paper invoicing process by electronic means with the contractors of two major IT market procedures of DIGIT – ESP DESIS II and ITSS II.  They are now using the e-PRIOR system to receive electronic invoices from suppliers.

Directorate-General for Informatics (DIGIT)

Directorate-General Education and Culture (DG EAC)

Directorate-General for Employment, Social Affairs & Inclusion (DG EMPL)

Directorate-General for Translation (DGT)

Directorate-General for Climate Action (DG CLIMA)

European External Action Service (EEAS)

European Anti-Fraud Office (OLAF)

Office for the Administration and Payment of Individual Entitlements (PMO)

Trans-European Transport Network Executive Agency (TENEA)

This is the first wave of the e-Invoicing roll-out in all DGs, Agencies and Institutions using DIGIT's market procedures.

DIGIT started e-Invoicing with a few suppliers in 2009. The adoption of e-Invoicing continues to grow with new Framework contracts and other Directorate-Generals and Executive Agencies joining e-procurement. By the end of the year, all 49 Directorate-Generals of the Commission and Executive Agencies will be using e-Invoicing with IT contractors.

Some recent figures:

  • 27 supplier companies of the Commission are currently using e-Invoicing, sending their invoices through e-PRIOR
  • 4 service providers are interfacing with e-PRIOR and connecting suppliers to e-PRIOR for e-Invoicing
  • 2700 electronic invoices were received in e-PRIOR
  • 1300 downloads of the Open e-PRIOR software on Joinup.eu

About e-PRIOR

e-PRIOR is a service-oriented platform, developed by DIGIT, allowing suppliers to exchange with the European Commission and its Institutions standardised e-Procurement documents via a secured communication channel.

An open-source version of e-PRIOR, called Open e-PRIOR is freely available to the Member States and can be implemented in any public administration.

The platform is connected to PEPPOL (Pan-European Public Procurement OnLine) via its own Access Point, facilitating the cross-border exchange of e-procurement documents between, for example, a public administration in country A with suppliers in country B.
