View document:zoom in/out with the mouse wheel has a wrong behavior

The zoom in/out performed with the mouse wheel in a view document is very confusing. It changes the zoom level but seems to change also the view central point to the one where the mouse pointer was before having performed the zoom in/out. That way, if you perform a zoom in and the a zoom out, you won't be located at the same point in the view.

Created a new behavior to handle mouse wheel events with a new zoom in/out logic to maintain the mouse position fixed in the view while zooming. Changeset: [gvsig-desktop 36722]
