CEF Big Data Test Infrastructure implements the following recommendations as explained below:

Recommendation 4  | Principle 2: Openness
The CEF Big Data Test Infrastructure is based on open specifications and open standards.

✅ Recommendation 6  | Principle 4: Reusability 
The Big Data Test Infrastructure offers support and guidance on how Member States can use their big data to deliver better public services. Hence, by re-using this building block and running pilots and proofs of concept, Member States cooperate in development of new solutions. 

✅ Recommendation 7  | Principle 4: Reusability 
The Big Data Test Infrastructure enables the sharing and reuse of public administration data by allowing them to harness it for new big data driven solutions. 

✅ Recommendation 8  | Principle 5: Technological neutrality
As the CEF BDTI provides a list of tools that the Member States can select for their pilots, the building block does not impose any technological solutions.

CEF Big Data Test Infrastructure allows public administrations to structure their data in ways that can be reused for other purposes and analysis.

Member States in need can rely on the single point of contact at CEF digital for support on the implementation of their Big Data Test Infrastructure.

By using CEF's big data testing environment, Member States can ensure that their treat their big data in a secure and appropriate way. 

✅ Recommendation 21  | Interoperability layer: Interoperability governance
Thanks to the experimentation platform and a repository of tools supporting Big Data pilots, BDTI helps bid data pilot implementers to verify the interoperability readiness of their solutions by performing tests.

Thanks to repository of tools available on the BDTI, project owners are encouraged to select and implement solutions that are interoperable and in line with European standards.

One of the key steps of setting up the Big Data Test Infrastructure is the documentation of core business processes associated with the data and the purpose for which it will be used.

The Big Data Test infrastructure departs from the assumption that public data is an open data and identifies ways in which public administrations can reuse this data to deliver better public services.
