Name of the solution: LIMAPS v1.0.0 beta version

Description: This is the Beta version of the Legal Interoperability Maturity Assessment of a Public Service (LIMAPS) survey.

This Beta version of the LIMAPS Survey has been released on the 21 April 2020 on Joinup.

It is a user-friendly online questionnaire, designed as a self-assessment tool to assist public service owners to evaluate key legal interoperability aspects of their digital public service.

The current Beta version of LIMAPS (LIMAPS v1.0.0 Beta) is available at the EU survey portal: https://ec.europa.eu/eusurvey/runner/limaps-beta.

LIMAPS solution v1.0.0 implements the following recommendations as explained below:

✅ Recommendation 1  | Principle 1: Subsidiarity and proportionality
LIMAPS is a self-assessment tool, designed for public service owners to evaluate key legal behavioural interoperability aspects of their digital public service.

✅ Recommendation 5  | Principle 3: Transparency
Question D5 of the Service Delivery section of the LIMAPS questionnaire assesses whether the legal behavioural interoperability specifications of data, information and knowledge delivered by the public service are clear to their end-users (legal requirements for reuse, licenses, etc.).

✅ Recommendation 7  | Principle 4: Reusability 
Question C2 of the Service Consumption section of the LIMAPS questionnaire assesses the legal behavioural interoperability specifications of the data, information, knowledge consumed by the public service, by determining the legal requirements they are subject to (licenses).

✅ Recommendation 9  | Principle 5: Technological neutrality
Question D1 of the Service section of the LIMAPS questionnaire assess the legal behavioural interoperability specifications of the data, information, knowledge delivered by the public service, by determining the legal requirements that apply on them and how they are resolved for their delivery and reuse by end users.

✅ Recommendation 15  | Principle 8: Security and privacy
Question C3 of the Service Consumption section of the LIMAPS questionnaire assesses the legal behavioural interoperability capabilities in place to ensure the secure consumption of data, information, knowledge from client services via appropriate tracing and logging mechanisms.

✅ Recommendation 18  | Principle 11: Preservation of Information
Question D10 of the Service Delivery section of the LIMAPS questionnaire assesses whether the administrative rules and processes underlying a digital public service are transparent to the end-user(s) and explained in a simple and clear way.

✅ Recommendation 23  | Interoperability layer: Interoperability governance
Question D6 of the Service Delivery section of the LIMAPS questionnaire assesses how the public service manifests its legal behavioural interoperability performance towards its end-users, by assessing if the legal mandate of the delivered public service is aligned with the EIF principles such as transparency, reusability, privacy, etc.
Furthermore, question C5 of the Service Consumption section of the LIMAPS questionnaire assesses to what extent the legal mandates of the consumed client services are aligned with the EIF principles.

✅ Recommendation 27  | Interoperability layer: Legal interoperability
LIMAPS assesses the behavioural aspects of a digital public service, from the legal interoperability viewpoint. Question D4 of the Service Delivery section of the LIMAPS questionnaire assesses whether there are any legal requirements that affect the public service delivery to its end users and how they are handled. Furthermore, question C4 of the Service Consumption section of the LIMAPS questionnaire assesses how any contradictions in the legal mandates of the client services, that limit their consumption by the public service, are resolved.

✅ Recommendation 43  | Conceptual model: Open Data
Question D2 of the Service Delivery section of the LIMAPS questionnaire assesses the legal behavioural interoperability specifications of the data, information, knowledge delivered by the public service, by determining if they are subject to any specific legal license e.g. proprietary or open license, for their delivery and reuse by end users.

✅ Recommendation 44  | Conceptual model: Catalogues
Question D5 of the Service Delivery section of the LIMAPS questionnaire assesses if the legal requirements of the public service delivery are available publicly to end-users (citizens, businesses, administrations) e.g. in a legal catalogue in order to enable its discoverability. Furthermore, question C6 of the Service Consumption section of the LIMAPS questionnaire assesses how the legal requirements of the client services consumed are made available (ad-hoc, in a formalised way via a legal catalogue, etc.)
