Description: PM² is a Project Management Methodology developed and supported by the European Commission. Its purpose is to enable project teams to manage their projects effectively and deliver solutions and benefits to their organisations and stakeholders. PM² is a light and easy to implement methodology suitable for any type of project. PM² has been custom developed to fit the specific needs, culture and constraints of EU Institutions, but also incorporates elements from globally accepted best practices, standards and methodologies.

OpenPM² implements the following recommendations as explained below:

Recommendation 2  | Principle 2: Openness
OpenPM² (Guide, artefacts etc.) is released as open (reproduction and reuse are authorised provided the source is acknowledged) and can be used by anyone in the public or private sector for free. 

Recommendation 5  | Principle 3: Transparency
Using the open management methodology of OpenPM² to manage project work/change in a public administration facilitates/enables visibility inside the administrative environment and warrants citizen’s checks and understanding of how the administration works, how it makes decisions, how  it organises/governs its projects etc.

Recommendation 6  | Principle 4: Reusability 
OpenPM² is currently reused by the EC and numerous other European institutions (ECB, EIB, ESM, SRB, OP, Council, CoR etc.) and it is available for free for all other parties. It can become the common “project” language, especially for projects that are run across borders as well as involving different institutions (private and public sector).

Recommendation 12  | Principle 6: User-Centricity
OpenPM² incorporates elements from a wide range of globally accepted project management best practices, described in standards and methodologies, as well as operational experience from the different EU institutions and proposes governance focusing on stakeholder needs. PM² is currently in the process of further solidifying  user-centricity by introducing User Experience concepts in its offering and reviewing all material to reflect user needs.

Recommendation 15  | Principle 8: Security and privacy
OpenPM² is a project management methodology and it supports the establishment of processes. Thus, it can be used to guide the definition of a common security and privacy framework.

Recommendation 16  | Principle 9: Multilingualism
OpenPM² is currently available in 11 languages and it is supporting crowd-sourced initiatives to have it translated in all European languages. 

Recommendation 17  | Principle 10: Administrative simplification
OpenPM² includes a comprehensive set of artefacts/templates that facilitate communication between the project stakeholders, ensure appropriate monitor/control but also assist in reducing the administration overhead of adapting/creating a project management methodology every time a new project starts. At the same time, by incorporating Agile values/principals (by design) PM² allows for tailoring/customization depending on the specific project/organization needs which also impacts favourably the administrative burden involved in managing projects.

OpenPM² is a project management methodology and it is important to implement a PM methodology when documenting and managing standards and specifications.

Recommendation 22  | Interoperability layer: Interoperability Governance
OpenPM² is a project management methodology and it can provide a structured, transparent, objective and common approach to assessing and selecting standards and specifications.  

Recommendation 25  | Interoperability layer: Intergrated Public Service Governance
OpenPM² outlines a structured approach to the project's governance by defining the structure, roles & responsibilities and the decision-making process for the stakeholders involved. These elements are fundamental for integrated public service governance.

As a project management methodology, OpenPM² foresees the setting up of change management plans.

Recommendation 28  | Interoperability layer: Organisational Interoperability
OpenPM² includes the definition and formalisation of business processes. Thus, it fosters organisational interoperability.

As a project management methodology, OpenPM² incentives the formalisation of organisational relationships.

OpenPM² defines the relationships between strategy, project, programme portfolio and operations.

As a project management methodology, OpenPM²  can support the establishment of procedures and processes to integrate the opening of data
in your common business processes, working routines, and in the development of new information systems.
