T Part of the cover page of the report he Open Source Observatory Annual Report 2016 (PDF) depicts the main trends in open source deployments by Europe’s public administrations in 2015 and early 2016. OSOR has sorted, systematised and summarised the most salient points, to help raise awareness on the benefits of sharing and reusing ICT solutions.

The report uses the many case studies and news items written and aggregated by the Open Source Observatory (OSOR), one of the communities on the Joinup eGovernment professionals’ portal, and an authoritative source on free and open source software in Europe’s public sector. Another starting point is the “Report on Policies and Initiatives on Sharing and Re-use”, published by the European Commission’s ISA Programme in February 2013.

There is a small error in the report, on page 42 (open data portals) it is stated that data.gov.be runs on CKAN. This is not the case, data.gov.be is a Drupal 7 website.

The 3 regional portals in Belgium do use CKAN, while the City of Brussels uses (proprietary) OpenDataSoft, some other cities use http://www.TheDataTank.org . Other portals in Belgium are a mixture of CKAN, open source or closed source BI / CMS with API, "plain" websites... with or without specific metadata publication software.

Readers might also be interested in http://www.openpolice.be, the open source platform used by the Belgian Federal Police and many Local Police zones.

I've uploaded an updated version of the report. This update removes non-operative hyperlinks in the index. These were inadvertently added when we changed the table.
