The Semantic Interoperability Community (SEMIC) action of the ISA² programme invites you to its first webinar edition in 2019 on “Artificial Intelligence and Public Administrations" taking place on the 9th of April 2019 from 10:00 to 11:30 CEST (GMT+2).
The webinar will explore the potential of artificial intelligence for public services, with a particular focus on a “semantics” perspective. You will learn about state-of-the art developments, how public administrations research and apply artificial intelligence, and how various types of technologies (including semantic web technologies) enable different aspects of AI. Designed in an interactive way, the webinar gives you the opportunity to discuss with our AI and semantic interoperability experts!

Aleksi Kopponen - Special Special Advisor of Digitalization, Ministry of Finance, Finland
Aleksi Kopponen is a Special Advisor of Digitalization at the Ministry of Finance in Finland, pioneering human-centric governance and cross-sectoral service ecosystem operating models in action.
Aleksi’s responsibilities have included preparation and implementation of the principles of digitalization, implementation of The Playbook of Digitalization, and supervision of the digitalization supporting team D9 in State Treasury. Aleksi has also supported the preparation of the Government projects for digitalization of processes, in total of 100 M€ in between years 2015 and 2016.
The Finnish Government has decided to introduce a new approach to strengthen customer-centric management, digitalization and creation and development of ecosystems. In this new operational model, smart services are organized around people's life events and business events in cross-sectoral cooperation. Aleksi has had the main responsibility for preparation and implementation of this new approach.
Since people and communities need different services at different times, Finland has introduced AuroraAI, an artificial intelligence network where information and service needs move between different smart applications in a cross-sectoral manner. AuroraAI will serve in all life events and business events, regardless of the time in a uniform and ethical way.
Kenji Hiramoto - Chief Strategist, National Strategy Office of IT, Japan
Kenji Hiramoto is the chief strategist of IT, appointed in April 2015. He is in charge of digital government and data strategy. Since July 2008, he is also the executive advisor to the CIO of METI (Ministry of Economy, Trade, and Industry).
Kenji and the government CIO team lead many government-wide services in Japan. Notably, he is the leader of the government interoperability framework programme.
Hiroki Yoshida - Deputy Director, IT Project Office, METI, Japan
Hiroki Yoshida holds an MBA and MPM (Master of Public Management) from NUS (2017) and an MPP, University of Tokyo (2008).
Hiroki started his career at the Ministry of Economy, Trade and Industry (METI) in 2008 and dealt with corporate tax policy. After that, he was working on the environment policy at the Cabinet Secretary Office and the fuel policy at the Agency for Energy and Natural Resources. He joined the IT project office in July 2017 and leads the digital transformation of METI. He founded the DX Office to change the culture of IT development, enhance IT capabilities, and digitalize government administrations for corporates.
Tadej Garbrijel - e-Government Expert, IT Directorate, Ministry of Public Administration, Slovenia
Tadej Gabrijel is an e-Government expert. He has extensive experience in project management, IT systems development and policy-making. He studied Computer Science at the University of Ljubljana. In the Ministry of Public Administration of the Republic of Slovenia managing he is dealing with various projects and systems in the field of electronic services, data exchange, interoperability and international cooperation.
In the past, he was involved in modernization of the basic government registers such as the Central Population Register, Civil Status Register, Vehicles Register, and Travel Documents Registers; he was also involved in the development of first EU biometric passport. He gained experience in government IT management, change management, user training & support, business process remodelling and legacy systems management. Last decade he is active in the e-Government field, he facilitated deployment of several popular e-services.
He was also the leader of a project team where over 50 heterogeneous data sources were successfully connected, for the primary purpose of e-social security, by developing a set of flexible multipurpose central building blocks for electronic data exchange. It was one of the largest interoperability projects in Slovenian public administration which also gained international recognition (ex. UNPSA Winner 2013 award). Today, this system functions as a core platform for data exchange between public institutions and their base registers.
