I do not understand the purpose of letting adminUnit Level 2 information preceeding adminUnit Level 1 in the UML diagramm.
Is this intentionally or a small diagramm mistake?
BTW: in other core vocabularies the ID as kind of unique key is shown first, here it is at the end.

This isn't a mistake, it's the way the Core Location Vocabulary and, more importantly, INSPIRE, defines it/ L1 is the uppermost level of an address (almost always the country), L2 is the next level down. See https://www.w3.org/ns/locn
