Explanation
French IGN has raised some editorial issues encountered in the Draft 6 of the GeoDCAT-AP specification:
- Section 4 is not described in section 1.2 of the specification;
- Precise the date for ISO 19115, i.e. ISO 19115:2003 in section 1.2 of the spec, bullet for Annex I;
- Replace ISO 19115 by ISO 19115-1:2014 in section 1.2 of the spec, bullet for Annex III, and title of section 2.1;
- Proposed to update the title of section 2 as “related standards and works”;
- Are sections 2.6, 2.7 and 2.8 related works or are they related in the specs? ;
- Add the date of creation in table 2 - section 5.2;
- Add the xpath to the corresponding ISO 19115 element: dataQualityInfo/*/report/*/result/*/pass to table 2/Conformity - section 5.2;
- Add the xpath to the corresponding ISO 19115 element: dataQualityInfo/*/report/*/result/*/specification to table 2/Conformity specification - section 5.2;
- Add the xpath to the corresponding ISO 19115 element: identificationInfo[1]/*/resourceConstraints/*/useLimitation to table 2/ Condition for access and use - section 5.2;
- Add the xpath to the corresponding ISO 19115 element: identificationInfo[1]/*/citation/*/identifier/ in table 2/URI - section 5.2;
- Add the xpath to the corresponding ISO 19119 element: identificationInfo[1]/*/operatesOn in table 2/Coupled Resource - section 5.2;
- Add the xpath to the corresponding ISO 19119 element: identificationInfo[1]/*/serviceType in table 2/Service Type - section 5.2;
- Add the xpath to the corresponding ISO 19115 element: identificationInfo[1]/*/descriptiveKeywords/*/keyword in table 2/Keywords - section 5.2;
- Proposed to use “temporal reference” instead of “temporal extent” in the title of Annex II.11 in order to cover resource reference dates;
- Proposed to add notification in table 2 (section 5.2) when the element is also dealt with in section 5.3;
- Add the ISO 19115 path for all metadata element, not only for those within the ISO 19115 Core (section 5.3 and Annex I and II);
- Delete the column ISO 19115 Core as the title says “comparison between INSPIRE and ISO 19115-1” in table 11 - Annex III;
- Delete also the column for ISO 19115-1 Annex F as the important thing is that there are ISO 19115-1 metadata element for all INSPIRE requirements, not that those element are mentioned in Annex F or not;
- Intro of 5.2 says that service metadata are not dealt with, except for discovery services. However, the coupled resource is not really applicable to discovery services. It is proposed to not mention this element;
- In general, it is aimed to know the ISO 19115 metadata element, not whether it is in the ISO Core or not. It would be more interesting to provide ISO 19115 Xpath for all the INSPIRE metadata element. Writing “not in ISO 19115 Core” as it is done now could let people thing that ISO 19115 does not have any metadata element for the resource type, which is not the case;

The INSPIRE Unique Resource Identifier in Annex II.5 is not the ISO 19115 metadata file identifier. Here the identifier of the resource is being treated but not the identifier of the metadata. The same value has been provided for both the MD fileIdentifier and the resource identifier in the example, but this is not something standard and it is not possible to rely on that.

Annex III, table 11:
- The ISo 19115-1 Xpath for Part B 6.1 Lineage is not precise enough. It should be MD_Metadata>resourceLineage>LI_Lineage.statement;
- Add the ISo 19115-1 Xpath for Part B 10.3 Metadata Language: MD_Metadata.defaultLocale>PT_Locale.language;
- Add the ISo 19115-1 Xpath for Part B 7 Conformity: MD_Metadata.dataQualityInfo>DQ_DataQuality.report>DQ_UsabilityElement.result>DQ_ConformanceResult;
- The ISo 19115-1 Xpath for Part B 8.1 Conditions for access and use is not precise enough. It should be MD_Metadata.identificationInfo>MD_DataIdentification>MD_Constraints.useLimitations and/or MD_LegalConstraints.useLimitations and/or MD_SecurityConstraints.useLimitations;
- Add the ISo 19115-1 Xpath for Part B 8.2 Limitations on public access: MD_Metadata.identificationInfo>MD_DataIdentification> MD_LegalConstraints.accessConstraint and/or MD_LegalConstraints.useConstraint and/or MD_LegalConstraints.otherConstraint and/or MD_SecurityConstraints.classification.
