Increasing efficiency and fostering interoperability 

This Framework (SRF) addresses EU, national, regional and local public administrations that aim at reducing costs, increasing their efficiency and fostering interoperability by reusing, sharing or jointly developing IT solutions that meet common requirements. It is developed by the of European Union's ISA programme.


The framework should be taken into account by decision makers, legal professionals, IT architects, developers and communication experts when:

  • Sharing a tool once it has been developed or sharing the provision of a service;
  • Reusing existing tools or using existing services;
  • Collaborating in the development of a tool or service.
Ten recommendations, thirteen measures

The framework proposes ten key recommendations that public administrations are encouraged to follow in order to promote the sharing and reuse of IT solutions in the public sector. It is important that central bodies also support this process by creating a climate of innovation in their administrations, encouraging staff to take an active role in the process and promoting the use of information and communication technologies.

To facilitate this effort, the SRF also includes nineteen recommended measures which specifically target central bodies.

Question on the S&R Framework: 

in 3.2 TCO assessment the title says 'take into account costs of end-of-life management', while the last phrase in this paragraph says 'costs related to end of life ... should not be anticipated'. 

this seems a contradiction to me. Can you please clarify or update the text?
