Problems with closed standards in IT Procurement

From the announcement:

When public bodies implement IT procurements that require closed standards, competition is restricted by certain operators are discriminated against. In practice this means that a few dominant players in the market favored. In a new research paper the authors provide practical tips on how to minimize the risk of incarceration in various types of IT standards.
