DG Digit: ‘Sharing and reuse a key instrument’

Sharing and reuse of IT solutions is one of the key instruments to achieve the Digital Single Market, and for interoperable eGovernment services, said Gertrud Ingestad, Director-General of the European Commission's Directorate-General for Informatics (DIGIT). "Sharing and reuse should become the default approach in the public sector," she said in her opening address at the Sharing and Reuse Conference in Lisbon on 29 March.

The Director-General emphasised the importance of the Sharing and Reuse Framework for IT Solutions, published in November last year. The document can help public administrations lower organisational barriers, overcome legal obstacles, and change to business models that allow sharing and reuse. To ensure interoperable IT solutions and eGovernment services, policy makers should consider technical requirements early in the process, Ms. Ingestad said.

She particularly underscored recommendation 10 of the Framework - on making the sharing of IT solutions the default. It will require more member states to shift to business models that allow sharing and reuse, she acknowledged: "We see this cultural shift starting to happen in the Member States."

The policy document, together with the updated European Interoperability Framework (EIF) adopted on 23 March, should be in the toolbox of all public administrations, helping them to procure, provide and design online services in an interoperable fashion, Director-General Ingestad said.

DIGIT, committed to leading by example, is also applying the policy itself, making all of its IT solutions publicly available on the Joinup collaboration platform. "Everything we develop, we publish on Joinup, and we are inviting the Member States to do the same. This should be the reference."

The head of DIGIT opened the Sharing & Reuse Conference 2017 with a positive message of European added value in creating and promoting interoperable solutions. The conference brought together over 200 representatives of public administrations from across Europe.
