GeoDCAT-AP [PR]: Data quality classes

Draft 6 of the GeoDCAT-AP specification provides some classes describing data quality. Aleš proposes to include some implementation examples using all of the data quality elements.

About the reason why, in the current GeoDCAT-AP specification, we model only "conformance statements" is basically that none of the reference RDF vocabularies provide appropriate terms to define a complete mapping of data quality, as defined in ISO 19115. So, the idea is to deal with this issue in future work on GeoDCAT-AP. Notably, work is under-way in the framework of the W3C Data on the Web Best Practices WG on the development of a vocabulary on data quality (DQV) extending DCAT. The first WD was published in June: This could be the reference vocabulary we can use, when the final version will be released.
