PR16 - Use dct:isVersionOf to link versions of Datasets together

It is currently undocumented how different versions of a dataset can be linked to one another, again we see misuse of distributions to handle different versions of a dataset. I fear prov-o may be to extensive for most portals, perhaps dcterms:isVersionOf is a good option to recommend?

dct:hasVersion and dct:isVersionof sound like the approapriate properties to express this. Is this information readily available in existing metadata?

Publications Office would use both properties. A use case is the release of new versions for MDR and EuroVoc controlled vocabularies. 

dct:isVersionOf would allow to create a "virtual" dataset which will represent the concept of the "dataset". For example a dataset describing "Eurovoc" without any distribution, and then each version of EuroVoc is a dataset with dct:isVersionOf linking to the "virtual" dataset representing Eurovoc. 

Do we wish to allow this ?

Perhaps the way it is modeled at [1] from W3C HCLS is relevant.
