Allow, or even better recommend, that you point directly to a license document using dcterms:license (e.g. http://creativecommons.org/licenses/by-nc/3.0/). Ditch the attempt to specify the license type as specified in chapter 7.8.1 (it is seriously underspecified, what classes should be referred to? No vocabulary is provided.).

Proposed resolution: investigate use in existing applications. Reject if dct:type is being used on dct:LicenseDocument in practice.

In DCAT-AP dct:license is already recommended for catalogues and distributions. Moreover, how to specify the licence type is explained in Section 8.2 ("Controlled vocabularies to be used"). The recommendation is to use the ADMS licence type vocabulary (see also issue VO5 - Identify list of licence types). 

I would argue against the deprecation / rejection of licence type.

The purpose of this property was to provide data consumers (users and sw agents) the ability to filter data based on relevant use conditions without the need of reading (and understanding) a licence. With the exception of very few cases (e.g., Creative Commons licences), having just the URL/URI of a licence document doesn't help.

Agree on both types being necessary (and even the type more than the document itself for the reasons explained by Andrea above). Better specification may be necessary instead of removing anything. Lack of implementation may sometimes also be consequence of lack of good specification, not absence of interest.

Arguments have been made to keep the licence type. No change will be made.
