PR28 - Indicate language of original metadata

In case metadata is translated, it could be useful to be able to indicate the language of the original metadata.

This could be done by using dct:language on CatalogRecord which enables the original CatalogRecord to refer to the language in which the original metadata was produced. The CatalogRecord of the derived, and possibly translated metadata can then link to the original CatalogRecord as proposed in

From a modelling point of view, the language of the orginal metadata can only be expressed in an assertion on the original metadata.

The assertions would be:

<DerivedMD> <dct:source> <OriginalMD>

<OriginalMD> <dct:language> <language>

The way the request was formulated, the proposal was to imply from:

<DerivedMD> <dct:language> <language>

that <language> was the language of the original metadata, but this statement can only mean that <language> is the language of the derived metadata.

This implies that there is a dcat:CatalogRecord for the orginal metadata.
