Highlights

The World Bank has become a leader in Open Data both through its own experience and work with some of the world's pioneering Open Data initiatives. Governments at all levels are starting to see Open Data as a powerful tool for transformation of their countries into dynamic, innovative economies, with modern, citizen-centered public sectors and vibrant ICT markets.

The Development Data Group (DECDG), the ICT Sector Unit (TWICT) and the World Bank Institute (WBI) have partnered to help client countries use Open Data for development. As part of this global initiative, DECDG and TWICT have been awarded a grant from the Trust Fund for Statistical Capacity Building to support the implementation of Open Data initiatives in client countries. Under this initiative, we are able to support a limited number of Open Data Readiness Assessments to diagnose what a government need to do to make its data truly open and to use open data to improve public services and government performance and transparency, as well as to create jobs and catalyze innovation throughout an economy.

The World Bank's Open Government Data Working Group has recently developed an 'Open Data Readiness Assessment' (ODRA) tool for conducting an action-oriented assessment of the readiness of a government - or even an individual agency - to evaluate, design and implement an Open Data initiative. The tool is added to the 'Open Data Toolkit' published athttp://data.worldbank.org/open-government-data-toolkit It is made freely available for others to adapt and use. We invited Andrew Stott and Jeff Kaplan, who are the main authors of the tool, to provide a briefing on the methodology to those interested to make use of the tool.
