Overcoming communication barriers

Public administrations must gain the expertise to deal with lock-in and the government should do more to promote open IT standards, said members of parliament and key government representatives in Sweden at a meeting on 17 May.

Three days later, in Galicia (Spain) the regional government published an update to its ‘Free Software Plan’, outlining 110 actions for this year and the next.

Galicia's action plan is available in Galician and Spanish. It would be great if more of our public administrations made such documentation available in multiple additional languages. If not in Swedish, then perhaps at least in English.

This would encourage reuse by other public administrations, and this is why localisation and internationalisation of code and documentation is one of the key recommendations in the Sharing and Reuse of IT Solutions Framework, published earlier this year by the European Union's ISA² Programme.

With our news items and studies, OSOR helps public administrations find references and direct links to policies and best practices across the EU and EFTA countries. We also directly introduce them to one another.

The most recent example is the municipality of Mappano (Italy), which is calling for public administrations in the country to share their IT solutions. Mappano's Comune from Scratch announcement (only in Italian) sound very much like France's OpenMairie. We're happy to report that the two are already talking.

The Open Source Observatory and Repository (OSOR) is part of the Joinup collaborative platform.
