The open source flywheel

Open source communities take IT security practices to heart, a study for the European Commission's ‘EU Free and Open Source Software Auditing’ (EU-Fossa) project shows. Mature open source projects use experts and automatic code reviews. They have teams and processes in place to quickly deal with vulnerabilities. Even better, developers of open source software are generally more aware of code security issues than developers working for the European institutions, shows a follow-up report for the EU-Fossa project.

Such studies help to convince public administrations that they too should have an IT policy to include free and open source software solutions and their communities. Switching to mature, enterprise-grade, and secure free software solutions brings obvious benefits, including increased flexibility, lower costs, and freedom from IT vendor lock-in. Public administrations that work in tandem with free software communities also contribute to the future sustainability of free software, with government free software resource centres acting like a flywheel.

Sharing & Reuse Award

The European Commission will reward software and services that have been proven to be shared and reused in the public sector and which have a potential for wider reuse in Europe.

The EC will award EUR 15,000 and EUR 10,000 to the two most-proven IT solutions reused by each of the four levels of public administration: cross-border, national, regional and local.

Contenders for the ‘Sharing & Reuse Award’ can register their project here. The contest is open until 28 October 2016 and the prizes will be announced in March 2017.

The Open Source Observatory and Repository (OSOR) is part of the Joinup collaborative platform. Joinup is created by the European Commission and funded by the European Union via the Interoperability Solutions for Public Administrations (ISA) Programme. OSOR and Joinup help e-Government professionals share their experience with interoperability solutions and support them to find, choose, re-use, develop, and implement open source software and semantic interoperability assets.
