Hungary's Individual Entrepreneur Registry (EVIG) is a system to manage the national register of entrepreneurs. EVIG provides information about entrepreneurs to public authorities for the purpose of delivering public services, including taxt services, for example. In order to do this, EVIG must interlink with a range of other public sector registries, and has a user interface on the Hungarian Governmental Portal. The first registries that the system communicated with were those of the Hungarian Tax Office (TO) and the Hungarian Office of Statistics (HOoS). Initially, the connections between the systems and EVIG were not based on any standard data content. As the number of other systems connecting to EVIG grew, it was necessary to develop a communication protocol and system interface to provide interoperability.
EVIG was developed by Hungarian system developer IDOM 2000 Ltd. It is owned by the Hungarian Ministry of Justice and Law Enforcement.
In developing this interoperability, the project addressed the following objectives:
-Establishment of asynchronous, online, electronic communication between the Hungarian Tax Office, the Ministry of Interior, and the Statistical Institute;
- Establishment of joint procedures, meaning customers no longer need to appear in person at different agencies;
- Establishment of reliable, automatic data provision and synchronisation among the databases of the agencies in question;
- Giving registered individual entrepreneurs access to online services via the EVIG portal;
- Provision of online data for different agencies and institutions.
For EVIG to interconnect with other databases, interoperability was needed. The standard system interface was designed and developed to fulfill the interoperability criteria as laid out in the Interoperability Framework of the Hungarian e-Administration (IFHeA) catalogue, which contains communication standards and methodologies. IFHeA established common requirements and a development methodology for building connections between administrative IT systems and databases, enabling them to cooperate in an eAdministration environment. IFHeA also defines some elements of the standards catalogue and deals with some aspects of the methodology of developing interoperability connections. With regard EVIG and the Hungarian tax and statistical registries, the IFHeA project studied nine procedures and defined 16 event-handling standard elements.
The inter-connection between EVIG and other databases is managed through a standard XML schema-based communication protocol and a system interface. The interface is available to all organisations that want to obtain information from or provide information to EVIG.
The transfer of data from the EVIG database into other databases is a service managed between back-offices. All the functions available on the portal, which provides the necessary user interface, are driven by EVIG through its front-office service.

Lesson 1 - With EVIG information on entrepreneurs basically for many public services has been made available to offices dealing with these public services. To do so, a standard XML schema based communication protocol has been built as well as a system interface on EVIG providing data integration into other registers.
Lesson 2 - The transferability can be seen as high as the idea of developing a XML based communication protocol can be transferred also to other registers. The same applies to the development of the system interface on EVIG.
