[Issue #07] Legal Basis of the Services, Registries and Resources?

The Core Public Service Vocabulary Application Profile enable us to describe a Public Service that may follow Rule(s) that implement (ELI's) LegalResource(s). 

In order to describe the legal basis of Registry Catalogues and/or data Data Resources (datasets/data services), there is the possibility to use the property dct:conformsTo (range dct:Standard)

The following diagram shows a simplified representation of this (only including the conformsTo relation from Resource, not from the Registry Catalogue):

Options to discuss:

  1. Leave it as it is shown
  2. Registry Catalogue -> conformsTo -> cpsv:Rule as well
  3. Skip cpsv:Rule and refer only to eli:LegalResource (i.e., Resource ->conformsTo->LegalResource)
  4. Other...

In the Spanish case, it could be difficult to associate data resources to rules. The relation between data resources and legal resources is clear, but the rules are include in such regulations and they are not presented in a structured way

I've been reviewing the CPSV-AP v2.2 which is the origen of the  inclusion of "Rule" and "Legal Resource" because "Registry Service" is identified as a "Public Service".

I can see that the problem I posted in june is no a problem in the case of CPSV-AP v2.2 because there is also an optional relationship between "Registry Service" and "Legal Resouce" (has legal resource). For us, identifying legal resources that regulate a registry service more natural and easier than identifying the specific legal rules followed by such a service.

Could we please include the relationship "has a legal resouce"?
