Semantics of Authority

The usage note of the property “Authority” (dct:creator) of the Dataset Class seems to us not semantically conformant with the definition of the property dct:creator given in DCMI Metadata Terms (“An entity primarily responsible for making the resource”).  Rather, it seems more conformant with the definition of the property “dct:rightsHolder”.  Therefore, our proposal is the following:

  • Changing the URI for the property “Authority”, used for the Dataset Class, from “dct:creator” to “dct:rightsHolder”;
  • Adding the new property “creator” to be used for the Dataset class, defined as follows.

Property:  creator
URI:  dct:creator
Range:  foaf:Agent
Usage note:  This property refers to the entity primarily responsible for making the resource.
Card:  0..n

Analysis: Neither dct:rightsHolder nor dct:creator fits the semantics perfectly. However, it seems that the intended semantics of Authority are closer to the semantics of dct:creator than to dct:rightsHolder. For example, the Authority might be a particular agency while the rights could be held by a higher entity (e.g. the Crown). If the usage note were to be changed from “This property refers to the authority under whose responsibility the Dataset is made available” to “This property refers to the authority under whose responsibility the Dataset was created” the match with dct:creator might be more obvious.

Propose: Drop the property 'Authority' (dct:creator).
