CR24 Distribution. Remove the property admssw:tagURL

As we propose to remove any trace of ADMS.SW in ADMS-AP, we would also propose to remove the property admssw:tagURL. Furthermore this property has never been used in all federations we have performed.

Proposed resolution: Remove adsmsw:tagURL from Distribution. This property is also absent from DCAT-AP.
