The ability to retrieve the original record is particularly relevant in a federated infrastructure, where part of the information contained in the original metadata may be lost, in case the corresponding metadata elements are not included in DCAT-AP.
Proposed solution
Recommend how to specify the reference to the original metadata record. An option would be to use dcat:CatalogRecord and dct:source

The property can be dct:source. The original metadata record can still be modelled by using dcat:CatalogRecord, without defining a specific class for that.
I agree, let's add dct:source and an example of use, say a link to an original record in CKAN or ISO19115.
But if the range of dct:source is dcat:CatalogRecord, this resource must be locally available and could not be a link to a record in ckan (whatever that means). Or do I misunderstanding something?
The range of dct:source is rdfs:Resource so it can point to anything. The source metadata record does not need to be local; it is identified by a URI and can be on some other site.
