Europe’s Once-Only journey after #10 OOTS Implementers Café

On 4 June 2024, teams from EU Member States attended the #10 OOTS Implementers café, an informal webinar series that covers topics related to the Implementation of the Once-Only Technical System.

In theory

The Single Digital Gateway Regulation ((EU) 2018/1724) mandates the creation of a technical system for the automatic exchange of evidence by public authorities. When completing cross-border administrative procedures, EU citizens, residents and businesses can request that specific evidence needed to complete these procedures (permits, diplomas, attestations) can be shared directly between the issuing and requesting authorities. This saves people time and money and helps public bodies be even more certain about the authenticity of the evidence they are processing.

In practice

To build the Once-Only Technical System, EU Member States have appointed technical teams to implement the system’s components. This consists of national implementations in each respective EU Member State, and the development of a common, core infrastructure, managed by the European Commission.

The #10 Implementers Café took place at a strategic moment, following the successful conclusion of the #4 OOTS Projectathon (15-17 May) which included representatives from those public authorities who will actually exchange data through the Once-Only Technical System. (In 2023-2024, the Commission has organised such technical events (termed Projectathons or Accelerators) to bring these teams together to implement Once-Only). This event also included a presentation on the proof-of-concept that is currently being carried out to demonstrate the investment synergies identified between the Once-Only Technical System and the EU Digital Identity Wallet. The proof of concept will show the reuse of elements of the Once-Only Technical System, particularly the Common Services, to support the EUDI Wallet. For example, the Data Service Directory could be used as a registry of authentic sources for both OOTS and EUDI.
