PLOTEUS functions as a search engine of learning opportunities. The first version of the portal contains links to the most important learning opportunities, manually selected and classified by Euroguidance network. In order to ensure sustainability of the portal, a second phase has been developed it uses web services to gather information from national databases of learning opportunities.
Semantic interoperability is a key factor for the portal. Different classifications/concepts for level, subject (field) and other parameters of learning opportunities exist in the Member States. PLOTEUS uses ISCED97 classification for subjects and EQF for levels of education as a common reference. The process of linking PLOTEUS classifications to those used in different countries is quite complicated and so far only a limited number of national data sources has been successfully connected to PLOTEUS.
