The Interoperable Europe Action Plan is a strategic initiative aimed at achieving the Digital Decade target of making key public services online and accessible across EU Member States by 2030. Central to the plan is the establishment of a multi-stakeholder collaboration scheme and the development of a strategic roadmap.

The roadmap, crafted through consultations and workshops, outlines actions and support measures aligned with the Digital Decade target and the Interoperable Europe Act. The plan prioritises innovation with proposals for GovTech involvement, an interoperability regulatory sandbox, and measures to encourage training and knowledge sharing.

Member State collaboration is highlighted to support cross-border interoperability, creating conditions for identifying needs and developing a platform for awareness, ideation, and piloting interoperability assets. The plan also considers mapping existing solutions and identifying synergies with other programs and initiatives. The overarching goal is to enhance the capacity of Member States' public administrations, fostering collaboration, innovation, and knowledge exchange. The plan is designed to avoid overlap with actions related to the European Digital Identity and Trust Ecosystem, ensuring a harmonised approach towards a digitally interconnected Europe. Stakeholders anticipate a future where cross-border digital public services seamlessly serve citizens and businesses.
