Description (short summary):
Since the publication of the new Public Procurement Law (Decree 18/2008) and the subsequent implementation, Portugal has been experiencing a profound change in public procurement procedures. In particular eProcurement, which became compulsory from 1 November 2009, replaced the traditional paper-based procedure and the old public acts.

The purpose of this study is to perform an assessment of the impacts that the electronic public procurement induced in Portugal after one year of compulsory operation.
