The Software Framework section of the new booklets of the Interoperability Framework is the most decisive as regards trying to change the existing paradigms, according to Uuno Vallner (Ministry of Economic Affairs and Communications). 

It develops the principles agreed upon in the public sector for the procurement, administration and development of software: without excluding the use of other FLOSS licences when it is needed, the framework requires that the software developments commissioned by the public sector will be freely used and distributed according to the EUPL. 

When ordering software for government information systems, the code of that software and the specific adjustments made to commercial products will be also obtained under FLOSS conditions, if possible. The resulting software should be made available from the OSOR repository under the EUPL licence, as indicated in the “The European Union Public Licence Guidelines for users and developers”. 

Under this framework, the software produced in Estonia (and distributed under the EUPL or under other applicable free software licence) can be used without restrictions in any country and the localization work necessary for compliance with the needs of a specific country can be performed by any developer, Mr. Vallner said.
