MITOS - National Registry of Administrative Procedures

The National Registry of Administrative Procedures, also known as MITOS is the official registry of administrative procedures of the Greek Public Sector. It is addressed to individuals, professionals as well as public servants who need to find useful information, such as the prerequisites, the required supporting documents, the execution steps, and the time and cost for the implementation of any administrative procedure they wish. The registry is populated using a controlled crowdsourcing model, which operates in three steps: edit-approve-publish. In this process selected civil servants per ministry are assigned an "Editor" role, and are responsible for registering a limited number of procedure descriptions each (edit), and other officials are assigned an "Admin" role with the task of reviewing the registries of their ministry and proceed with corrections if needed or approve them for publication (approve). In the last step, the management team from the ministry that has the ownership of MITOS makes the final checks and publishes the process (publish). The same model is being used when changes occur to the already registered procedures, and ensures quick adaptation and optimal quality in the MITOS' information. MITOS is envisaged to be the single reference point for administrative procedures in the Greek public sector, covering both their input and output, as well as their execution steps. It automatically generates a visualisation for each procedure using widely adopted standards. By doing so, it sets the grounds for procedures' simplification and digitalisation and provides a powerful tool for citizens consuming public services.
