The European Commission has published their much-awaited proposed text for the Interoperable Europe Act.

This will be discussed at the 2 December workshop, in Brussels, "Building Sustainable Open Source Ecosystems for an Interoperable Europe".  To register, go to the Open Source Workshops for Computing & Sustainability main page and click the "Register through EU login" button under the image and choose workshop 1.3.

OSOR is analysing the Commission's text and will provide details soon.

Article 4 (page 23 of the PDF), on sharing and re-use, is expected to attract the most interest.

Recital 12 (page 16) is also of interest, providing explanation for article 4.

Article 8.2(c) (page 26) gives a definition of "open source".

One topic of discussion for the coming months will be about which clauses should be "may", "should", or "must".

This proposal will follow the ordinary legislative procedure, where the Commission's text will be debated and amended by the European Parliament and the Council.
