Announced in June 2023, Moldova has now launched its OpenCode.md platform. This initiative, spearheaded by the company Diginet, centres on open source solutions which aim to achieve “Digital Public Goods” classification. Furthermore, the platform provides access to open content collections and open data.

One of the criteria for software to be included is that it must be FOSS. The platform provides a list of approved licences which uses OSI-approved licences for software, Creative Commons licences for open content, and a selection of licences for open data. Solutions must additionally fulfil the following nine criteria:

  • Relevance to advancing the Sustainable Development Goals (SDGs)

  • Clear ownership

  • No closed source dependencies

  • Include documentation on the functioning of the product

  • Include a mechanism for extracting any gathered data

  • Adhere to privacy and other applicable laws

  • Adhere to relevant standards and best practices (such as Digital Principles)

  • Be conceived to do-no-harm by design

  • Demonstrate correct data privacy and security practices, as well as suitable policies on inappropriate & illegal content and on protection from harassment

The platform is part of a collaboration between Moldova’s E-Governance Agency and the United Nations Development Programme (UNDP) and aims to work simultaneously on the United Nations’ Sustainable Development Goals and also Moldova’s digital transformation. Moldova recently joined the UN’s Digital Public Good Alliance. 

The platform offers information on relevant policy documents and existing regulations. For instance, the page dedicated to municipal solutions connects the presented software with the 2030 digital strategy of Chișinău, the capital city of Moldova.
