Open Source Strategy of the Saxon State Administration

A few months ago, OSOR shared the adoption of the Parliament of Saxony Open Source strategy. We then had the chance to discuss with Dr Daniel Gerber, spokesperson for digitalisation and network policy for Bündnisgrüne, who spearheaded the strategy. He recently shared with us the result of this work, and now the complete strategy has been made publicly available.

The goals of the Open Source Strategy for the Saxon State Administration are:

  • Alignment with Open Source: Strengthen digital sovereignty by reducing unwanted dependencies on proprietary software.
  • Implementation Path: Establish a clear and prioritised plan for transitioning to open-source solutions based on objective criteria.
  • Decision-making Process: Raise awareness among decision-makers about the importance of digital sovereignty and foster openness to using open-source solutions.
  • Acceptance: Ensure user acceptance of open-source solutions through open communication and the use of high-quality products.
  • Networking: Strengthen digital sovereignty through collaboration and networking with stakeholders at various levels, including federal states, academia, and the business community.
  • Framework Conditions: Establish supportive framework conditions for the procurement and secure use of open-source software.

The achievement of each goal will be measured using specific key performance indicators with concrete steps identified towards the achievement of these goals. These steps include conducting research to establish baseline metrics for software usage, defining objective evaluation criteria for software procurement, and establishing a binding implementation plan with priorities. Additionally, an agile approach is being adopted, with parallel implementation projects serving as pilots to expedite results. Stakeholder feedback and collaboration would be integral to the process, hoping to ensure that all perspectives are considered.

The evaluation process for software solutions follows a standardized approach using ISO 25010 criteria, which include both product quality and usage quality aspects. This involves creating a product comparison, incorporating stakeholder feedback, making decisions based on objective criteria, and documenting the outcomes.

Throughout the entire implementation process, active communication with employees and stakeholders will be maintained to ensure transparency and foster acceptance. While this strategy is still at an early stage, the definition of its goals and milestones is a necessary step towards any progress in that matter.
