CR2 Repository. Change the cardinality of dct:publisher to 1..1

Currently it is possible to provide multiple publisher for a single repository. However, only one entity is making the repository available. If the repository is only a collection of assets grouped together on Joinup, then the publisher should be DIGIT.B6. Limiting the number of publishers to 1 is also aligned with DCAT-AP.

Proposed resolution: Change cardinality to 1..1 for Repository. This is in line with DCAT-AP.

I would even drop this whole attribute. It is mixed with the concept of (legal) ownership, which is much more important, imho.

The concept of publishing is not mixed with the concept of ownership.

We will provisionally include this in the draft version of the revised profile. Of course, further comments are welcome.

CR35  is closed. The conclusion is that: ""The publisher is the Agent that publishes the asset or solutions, not the Agent that publishes the metadata about it".  Meaning every solution has a publisher. So dct:publisher must be 1...1.
