CR38 Review and change the controlled vocabulary associated to dcat:theme properties

Problems are identified with the controlled vocabulary that is currently specified for the classification of assets, namely the set of top-level Eurovoc domains, and two approaches are suggested: either using the new MDR Data Theme vocabulary or using a taxonomy that needs to be newly minted. Proposed resolution: Specify the use the MDR Data Theme vocabulary instead of the Eurovoc domains, which is in line with usage in DCAT-AP.

Makx, I think that the resolution of this issue depends also on the discussion for CR20

As CR20 now has been resolved, making theme recommended, themetaxonomy should stay recommended.
