Addition of properties related to the measuring the delivery of Public Services through their Channels

In Estonia CPSV-AP was extended by adding classes and attributes for collecting information on metrics for Public Services. The metrics that are added (as additional properties of the different Channels) are:

  • Number of service provisions in year;
  • Client satisfaction (%) in year;
  • Annual administration cost (€);
  • Annual amount of time clients spent using service (hours);

These are all linked to the different Channels of Public Services.

Whilst those are important features for a project management point of view, personally I don't think they are in scope for the description of a Public Service.

I agree, Phil. This should be derived from systems handling individual cases. Such metrics are not subject of a core vocabulary.

Further more, it would be very hard to implement this. These are typically things you derive from an out-of-the-box-solutiion with its own data model. I don't think it'll be possible to get an Oracle or a SAS to implement a government vocabulary...
