  • Cross-border services: The extent to which citizens and entrepreneurs from other European countries can access online information and services in a usable and integrated way through electronic identification and eDocuments. 
  • Interoperability: Interoperability is defined by the European Interoperability Framework (EIF) within the context of European public service delivery (e-Government) as the ability of disparate and diverse organisations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organisations, through the business processes they support, by means of the exchange of data between their respective ICT systems.
  • Data sovereignty: Data Sovereignty refers to the ability of stakeholders involved in the delivery of public services to have full control over the shared data.  
  • European Digital Single Market: The Digital Single Market (DSM) is an initiative of the European Union aimed at creating a single market for digital goods and services within the EU. It aims to remove barriers to the free flow of data and digital services, promote the development of digital infrastructure, and enhance online trust and security. The DSM seeks to enable European citizens, businesses, and public administrations to fully benefit from the digital economy and digital technologies.
  • EU Digital identity wallet: The EU Digital Identity will be available to EU citizens, residents, and businesses who want to identify themselves or provide confirmation of certain personal information. It can be used for both online and offline public and private services across the EU.
  • eID: eID is a set of services provided by the European Commission to enable the mutual recognition of national electronic identification schemes (eID) across borders. It allows European citizens to use their national eIDs when accessing online services from other European countries. 
  • eIDAS regulation: The eIDAS regulation facilitates secure cross-border transactions by establishing a framework for digital identity and authentication. It aims to create confidence in electronic interactions and promote seamless digital services in the EU.
  • Once-only technical system (OOTS): The OOTS is an EC solution. It streamlines data retrieval for cross-border procedures, enhancing trust, efficiency, and data exchange among EU public administrations and citizens.
  • Catalogue of services: A uniform and standardization tool to allow citizens, businesses and public administrations across Europe to access and understand the information they need about the available digital services provided by public and private entities.
  • Core Vocabularies: Reusable data models for public administrations such as Person or Business. They facilitate system integration, data publishing, and design of new systems. It is an EC solution. 
  • Single Digital Gateway: The single digital gateway facilitates online access to information, administrative procedures, and assistance services that EU citizens and businesses may need in another EU country. Access to the gateway is via a search function in the Your Europe portal, which has been providing EU and national information on the rights of citizens and businesses, as well as access to assistance services, since 2006. 
  • User centricity: User-centricity means putting users’ needs at the centre when determining which public services should be provided and how they should be delivered. Therefore, as far as possible, user needs and requirements should guide the design and development of public services, in accordance with the following expectations:
    - A multi-channel service delivery approach;
    - A single point of contact should be made available to users;
    - Users’ feedback should be systematically collected, assessed and used to design new public services and to further improve existing ones.
