Overview:

A user-centric, interoperable platform that provides cross-border services compliant with current European regulations. Apart from public sector, the private sector can also interconnect their services while ensuring the data sovereignty of citizens, who can set the privacy level that will allow the public and private sector to access to their data based on their requirements. 

Role and description:

Within the ACROSS solution, its role is to ensure that any Personal Data needed by the services used during the User Journey is handled in accordance with the consents and usage policies set by each individual citizen. 

Government portals hold the key to building trust. Providing clear information about data usage and enabling users to monitor their data activity fosters confidence. 

The ACROSS Personal Data Governance Framework leverages decentralization and data minimization principles, giving users the agency to manage their personal data. Through rigorous analysis and real-world workshops, this framework takes shape, offering a glimpse into a more secure digital future. Our journey culminates in a vision of cross-border services that prioritize user empowerment and data sovereignty.

  • Personal Data Governance Framework – a tool designed to empower users to monitor, manage, and control their personal data 
  • Citizen can add, delete, modify or even block access to public administrations, companies, and data intermediaries. Every user can shape how their personal data is utilized. 

 

Consent manager

Once we have planned the trip, the transparency dashboard will automatically display the services for which we need to provide consent to our personal data. It ensures compliance with GDPR.

  • Consents management tab lists the services to which the citizen grants or denies consent
  • Distinction between mandatory personal data and optional data
  • Once a consent has been created, it is possible to manage it (grant, deny or withdraw)
     

Personal Data Usage Policies

The Usage control module enforces data usage policies, safeguarding users' interest. It applies GDPR consents and international data space policies

  • A usage policy could be a time interval when the consent is granted. This policy will be enforced during the journey, ensuring the data is used per the individual's preferences.
  • The personal data usage enforcement module ensures data integrity and consent adherence and acting as a protective shield for users' information.

The reason why:

The adoption of cross-border services by citizens remains relatively low compared to national digital services. One significant reason for this disparity is the lack of confidence citizens have in public administrations outside their own country. Trust in the usage of personal data plays a crucial role in overcoming this challenge.

To address this, the concept of Personal Data Sovereignty was established as a foundational pillar for the Transparency Dashboard. Without this trust framework, the adoption of solutions like ACROSS would have been significantly compromised
