Government wants to support just one of two competing document management systems

A document management system developed by COI, a government IT think tank, can be made available under an open source licence, the organisation says. “We are ready to implement this model”, a COI spokesperson said in an email.

COI’s eDOK is one of two document workflow systems that are currently supported by the Polish government. However, according to the country’s new eGovernment policy, the government wants to drop support for eDOK, and concentrate on the other system, EZD (Elektroniczne Zarządzanie Dokumentacją, electronic document management).

According to COI, the decision to drop support for eDOK has not yet been officially confirmed.

Tip the scales

EZD is built by a consortium of public administrations and IT services providers. The solution is made available for free to public administrations and is used by over 200 organisations across the country.

COI’s eDOK is available in two ways. It can be implemented for free by public administrations that request a licence from the Ministry of Home Affairs. Support and services can also be purchased directly from COI. The DMS is used by some 55 public administrations.

The availability of eDOK as open source software, could weigh in its favour. The new eGovernment strategy announces an eInvoicing system that should connect to the DMS, and for this eInvoicing solution the government favours the use of open source.
