South Tyrol finances open source eInvoicing tool

Proxy FatturaPA [1], an eInvoicing software solution co-financed by the Autonomous Province of South Tyrol (Italy), is made public using the GPLv3 free software licence. The software is developed by Link.it, an IT company based in Pisa.

In Italy, eInvoicing was regulated by law in 2008. All electronic invoices sent to public administrations must use Italy's Interchange System (Sistema di Interscambio, SDI [7]). This is an information system managed by the Inland Revenue Authority. Invoices must be formatted as XML using the FatturaPA specification.

The Proxy FatturaPA, a joint initiative of Link.it and the Autonomous Province of Bozen-Bolzano. The proxy system was born as a solution natively built on the support of SDI Domain Port OpenSPCoop1 [5] – another GPLv3 solution of the Link.it company. The solution provides a set of services and a management console that allow to tackle the integration with the SDI with minimal impact on the existing information systems.

Below is a list of the main features of the product.

  • SDI protocol support, based on the new version of the Domain Port OpenSPCoop-v2;

  • integration with the information systems of the administration (e.g. ERP, protocol and archiving systems) via web API for the interchange of invoices and messages;

  • possibility to send to internal systems – for every incoming invoice – a ZIP archive that includes: the invoice in XML format, the invoice in PDF format, any attachments and the meta-information related to the invoice;

  • availability of a web dashboard for viewing and monitoring incoming invoices and related messages of acceptance and rejection;

  • possibility to generate files and messages directly from the web dashboard (for administrations offering low or no integration with existing systems);

  • possibility to configure Proxy FatturaPA as intermediary system for multiple public administration allowing to specify different behaviors of the application as a function of the administration/department to which the invoice is addressed.

The system will be in production by March 31, 2015 for 370 departments (around 1,015 users) of the Autonomous Province of Bozen-Bolzano. Another instance of Proxy FatturaPA is used by the Consortium of Municipalities in South-Tyrol. It serves 116 municipalities, 6 districts and around 300 users.

OpenSPCoop implements both the peripheral components (Domain Ports) and the central components (Registry Services and Events Manager) and has become over time a de facto standard for application cooperation in Italy.
