On Tuesday, Finland’s Koronavilkku Covid-19 track and trace application was published as an open source solution under the European Union Public Licence (EUPL). The Koronavilkku software is being developed by the Finnish Institute for Health and Welfare (Terveyden ja hyvinvoinnin laitos, or THL), together with a handful of the country’s software development firms. Finland’s Centre for Open Source Solutions (COSS) is about to start a study into the use of open source software solutions for unified communication and collaboration. The centre says that smaller municipalities have expressed a need for a comprehensive ‘cost-effective and IT vendor-neutral’ software solution. COSS, an open source industry association, aims to assemble an integrated and coherent service offering. Open source trade associations from France, Germany and Finland have joined forces to create the Association Professionnelle Européenne du Logiciel Libre (APELL). The new umbrella organisation was announced in Brussels (Belgium) on Friday, the day before Fosdem - the Free and Open Source Software Developers’ European Meeting, the continent’s largest open source conference. PaikkaOppi, a portal that introduces Finland’s school students to geographic maps and the use of geospatial information, will switch to using Oskari, the open source, on-line geographic map-building tool originally developed by the National Land Survey of Finland.
