Standard Entity-ID Naming Service
The need to have a "third-party" (public maybe) system (provided as a service) that enable the maintainance (creation, manage, update, delete) of persistent identifier (URI) for the entities mentioned in the DCAT profile (first of all, like persons and organizations) and available to be used as well for other for entities mentioned in the published opendata datasets (inside the data) in order to supports the reuse of such identifiers in the creation of several independent datasets. Many implementations use CKAN as the catalogue software which is based on a proprietary data model that is different is some respects from the model underlying DCAT and DCAT-AP.
Common open tools for exporting DCAT-AP-compliant metadata from CKAN implementations would make it easier for implementers to deliver DCAT-AP.

DI2: Partitioning DCAT-AP files
How to structure and partition DCAT-AP files?
In practical cases, DCAT-AP metadata is stored in a single file that contains the descriptions of the catalogue, all the datasets and all the distributions.
For better management, it may be useful to share approaches to split such a single file into smaller files. A common way of doing this would enable development and deployment of common tools for metadata management and export.

DI1: Tools for DCAT-AP
Which tools exist for creating DCAT-AP?
The work on development and revision of DCAT-AP has so far not considered the role of common or compatible tools for creation and maintenance of metadata and for mapping and export of metadata from local systems to DCAT-AP-compliant metadata.
In many environments, such tools are developed. Sharing information and source code of such tools reduce the development effort by local implementers, at the same time improving the quality and interoperability of the DCAT-AP-compliant metadata.

MAI2: Mapping DCAT-AP to CKAN
The main aggregator of DCAT-AP-compliant metadata is the European Data Portal. They are using a CKAN installation as the back-end.
The way that they are creating the mapping from DCAT-AP to CKAN may help other implementers that use CKAN in importing DCAT-AP-compliant metadata from other catalogues.

UI5: Non-referenceable and non-existing vocabularies
Some of the controlled vocabularies specified for DCAT-AP are published on the vocabulary level in such a way that the individual vocabulary terms are not de-referenceable. Other vocabularies might not be available at all.
A common approach towards handling such situations, and a call for resolution of this problem will help implementers create metadata and support better interoperability.

DCAT-AP models publishers as Agents, which means that they should be identified by URIs. However, a lack of URIs for organisations has been reported. It might be useful to investigate the existence of sources for such URIs, like for example, the MDR Name Authority List for Corporate Bodies [1].
