The eInvoicing Building Block boosts EU eInvoicing, adhering to EU standards for economic benefits. It aids public/private sectors in digital transition, offering support services for smooth adoption of eInvoicing. It is an EC solution.

The eInvoicing Building Block aims to promote the successful uptake of electronic invoicing in Europe, respecting the European standard on electronic invoicing and Directive 2014/55/EU on electronic invoicing in public procurement.

This is relevant for both public and private entities established in the EU, as well as in participating EEA countries. 

Mass adoption of eInvoicing within the EU leads to significant economic benefits and increases European business competitiveness. Supported by European legislation, acceptance of eInvoices by governments makes it easier to do business with the public sector.

The benefits of replacing paper invoices with eInvoices can be reached in three main steps.

  1. replacing physical paper forms with a structured, machine-readable electronic form that allows invoices to be handled and archived more efficiently; 
  2. removing the manual work of entering the invoice information into an Access Point system, significantly reducing errors in data entry; 
  3. providing significant cost savings in printing, postage, intra-office routing and archiving, as well as human resources.

The adoption of eInvoicing in the public sector can make various contributions to economic well-being:

  • it contributes to public policy priorities such as public-sector deficit reduction, financial transparency and promotion of sustainable development.
  • it specifically makes a material contribution to public sector cost reduction and efficiency.
  • it provides benefits to private sector suppliers and creates opportunities for the public sector to act as a catalyst for the wider adoption of digital processes in common with the private sector.

The eInvoicing Building Block team provides the following services to help public administrations operate eInvoicing in line with the European standard:

  • The DIGITAL eInvoicing Building Block team aims to promote various services offered by the DIGITAL eInvoicing team.
  • Service Desk: a single point of contact for questions, incidents, requests, and changes reported by the users regarding DIGITAL eInvoicing services. 
  • Registry of supporting technical artefacts to implement the European standard on eInvoicing, with the ability to submit requests for change and to contribute to the technical artefacts’ evolution to suit market needs.

The DIGITAL eInvoicing team also offers a suite of Stakeholder Management services: 

  • Country factsheets: Detailing the policy framework, eInvoicing platforms (if existing), approaches for receiving and processing eInvoices in each Member State, Digital Reporting Requirements, etc.
  • eInvoicing Knowledge Base: A reference repository for eInvoicing-related information at the EU and country-specific level, with code lists, codes used and a glossary of elements used in the European eInvoicing standard.
  • User Community: Confluence community where eInvoicing stakeholders can collaborate and share knowledge. As a member of our community, users can actively participate and shape the discussions.
