Security-Layer conformity check has wrong result if no implicit transform parameters are available

Verification of an XML signature which conforms to the specifification of the
Security-Layer 1.1, but does not use any implicit transform parameters, leads
to a wrong result in the SignatureManifestCheck. Instead of the (expected)
value "0" the value "2" is returned.
